[MODDED NEED MORE INFO] Lower Leg X-Ray Patients Won't Go In

I've noticed that in the last few days, some of my lower-leg x-ray patients won't have their x-ray. They'll walk to the door, then turn around and walk away again. Barium swallow, head, chest, back and arm x-rays are all fine. It's just the ones that need their leg x-rayed that won't get them done. I've tried resetting the rooms - taking them away so the staff go home - moving the staff to different rooms, swapping the patients to different departments. They won't hospitalise, either. They just walk, back and forth, until they get fed up and leave.

This was during and after a "35% more injured patients come to ER" event

Is this happening in the vanilla game (including with DLCs) or in a modded save?
If it's in the base game, could you please upload your save so we can check it out? If modded, feel free to at least attach the log file from a session where this happened, maybe we'll find some useful info there.

It's modded, but only with extra insurance companies and the like. Nothing like 'bedside exams'.
