Maybe I'm missing something, but the IV immunoglobulin requires any ward and free staff. There are idle doctors and nurses in the ICU.

There are a few things you should check first.
Does the patient have any other procedure queued up before their treatment that's blocked and not being completed. It can be an orange blinking icon, where a procedure has been started but is in a waiting position, such as being moved to another ward with no free beds available. Or it can be another procedure that is waiting for a room before it can start, such as a surgery. Patients are handled in the order the procedures have been queued up in, where treatments always go first before examinations. You can change the order of treatments to give patients drugs without them going through a lengthy procedure first.

Another things you should check is that all the different objects required for a procedure are accessible. The game doesn't tell you very well if an object has it's access point blocked. Make sure you look at every object involved in the procedure and make sure it has open interaction spots (small black arrows) and that those spots have a path without obstructions so the NPCs can get to them. If even a single item, such as a wall mounted cabinet is placed improperly and a single object required for the procedure is blocked, the NPCs will act as if the whole setup simply doesn't exist.

Also, more specifically for your case here, doctors need access to a computer to prescribe medication. They can use the on-call room computers from what I have seen, but make sure you have a properly equipped examination room with a computer terminal, as those are also used to prescribe treatments. Put them in your ICU ward as well. Make sure your on-call room has a printer as well.
Additionally, if doctors or nurses take breaks, where their task says "filling free time" they will not respond to calls until their break is over. If you have a procedure that requires a nurse and a doctor and one of them is always on break, it delays the task quite a while. The best way to deal with that right now is to hire more staff.

That's got to be the case. I figured filling free time is the same as being idle, but obviously that's not the case. Bad luck the doctors took their break at the same time. Guess I'll hire an intern for filling prescriptions.
