[RESOLVED NOT BUG] Freeze doctors and infirmary staff

In campaign 3 and in main game. At a stade of the game, my staff freeze and stay on a chair or a job post and do nothing. At consequence patient don't like this and was impossible to me to play more. This arrived principaly with staff of  "Salle de veille" and "Cabinet d'infirmères"

Actually this is not bug in the true sense.

Campaign save game - your personel 3x doc + 2x nurse are reserved for a surgery - the thing is that you miss one more nurse - if you will hire one nurse, she will go for patient and other will prepare for the surgery.

In second save we have encountered any stucked or blocked staff - maybe the reload of the save game file fixed the issue.

Regarding this issue - we will definetely improve in-game notification to provide more information to player about what is necessary, what is wrong and what player needs to do to maintain departments/rooms/staff fully operational.
