[QUESTION] Staff doesn't care of patients

Hey, I got a problem:

Description:
Doctors and nurses don't care of patients in trauma center since I've reorganized the emergencies service. Two patients arrived by ambulance, but the staff stay idle...

Repro steps
I don't know exactly why this bug occured but when I reorganized the service, I removed every objects, and every rooms. Then, I've reassigned manually all staff member to his job. I can give you the saved file with the problem and before the reorganization.

Take a look at your nurses. Accoording to the stafcards, they are not allowed to do anything.  

Stabilization needs a nurse and a doctor. When there is no nurse available, the treatment can't be done. Give your nurses permision for medical care and everything is solved.

Hi, I just wanted to say thanks for the report, even not-a-bug situations help us figure out which parts of the game can provide more or better information and a check of whether all roles are available at a given department is definitely on the list.
