[OPEN] Two bugs with hospitalization

Hi Devs, I have two bugs with hospitalization:

Firstly, I have multiple cases of patients where they said they can't perform Cardiovascular Surgery because Hospitalization at the department is unavailable.
Which is bonkers because the patient herself is hospitalized in the Cardiovascular department.



Secondly, a patient is in, say department A and when they are trying to get hospitalized, either Regular or HDU, it says there's no beds available when there's clearly lots empty and they're "Waiting for bed". However if I switch it to department B it suddenly works, BUT they're sent to the HDU of department A instead.

Hi, thanks for the report! I'm pretty sure the first one is because the surgery requires HDU, which is full (and it's true the tooltip can be made more specific).

The second issue looks like a proper bug, we'll investigate further.
