Add ability to set hospital policy for various actions

It would be useful to be able to set hospital policy for different procedures, or categories of procedures.

Some examples of policies you might want to enact:

Do not send patients to surgery before 100% diagnostic certainty
Always treat diarrhoea when it is diagnosed
Prioritise non-lab tests (to increase speed of narrowing down possible diagnoses)
Prioritise lab test (to get them started early, so you might get some use out of them

I'm not sure exactly what this might look like (and I also like that employees are currently a bit fallible) but it would be neat to do a hospital-wide policy rather than lots of micromanaging.

Maybe a queue jump for certain procedures in certain circumstances...

Non-hospitalised patients getting priority for the x-ray room
ICU patients getting priority for the operating theatres

I realise these could get arbitrarily complex - thought I'd ask!
