Why is a doctor missing for my department?

Hi,
In Campaign1 I need to build a General Sugery department.
I have built all necessary rooms with prefabs and hired doctors and nurses accordingly:



Yet on the left it complains 1 doctor is missing.
No matter who I hire and where I place them, it says zero. The tooltip for the icon at the arrow shows a general surgeon icon, of which I have plenty. What am I doing wrong?

The panel on the left is for the clinic, you'll need to hire a doctor for your clinic rooms.

Hmm thanks! However, I'm still not sure how to build a clinic as I find no such in prefabs anywhere - yet the janitor room and janitor were recognized fine when I built it.

Edit:
From the Dependency Tree I found that a "Doctor's office" is in the layout
Yet the prefab is called "General Surgery Office", so problem solved : )
