[UNRESOLVED NEED MORE INFO] Two stuck nurses

I keep getting staff stuck at the desks; can't be fired, moved, reassigned. I've restarted several times because of this but it just keeps happening again and again.

Example save attached; two nurses in the Emergency Nurses Station stuck; can't do anything with them. Judy Allen and Dana Robinson.
