Repro steps:
1. Open patient card
2. Click 'Send an untreated patient to another hospital' button

Result - Untreated patient counter on the bottom status bar (red man icon) is increased by 2.

I'm having the same issue right now. Sending a patient somewhere else puts a count of 2 on the untreated icon but only 1 person appears when you click it.
