Buying Territories Empty Buying Territories

I would like to see the purchase of neighboring territories as in Prison Architect. Sometimes you don’t want to develop a skyscraper from the hospital, it looks a little not realistic.

as I recall from a previous post, the size of the map is hard coded into the game and very unlikely to be changed. No
