[OPEN LOW] Incorrect tooltip

There is a little mistake in the Nurses Station tooltip for the Emergency department Hospitalization, in Management mode. It states that 3 Nurses are required, but actually only one is required now, as the staff tables just below indicate... This works correctly, only the text in the tooltip is incorrect.

Oh, nice catch - this must have been in the game for ages, looking at the files, the tooltip is just text, similar for all departments. Let's see if there's an easy way how to fix this.

Right, it's always the same text. So it could also be changed for ICU department which requires only one nurse too.
