some mechanics should be more streamlined

There are two major issues I discovered, which are:
1. ICU Doctors should just keep treating or examining patients after stabilizing them. Come on, its ICU! They are here for a reason, and you just walk away after stabilization, like "nope, it is xxxxx's job to treat him, I will only stabilize him."
2. If a patient needs to undergo two surgeries in the same department, they should just do it consecutively, like Head Fracture Surgery and Craniotomy. I don't want to see another patient die because that those doctors decided that they will only do one surgery at a time no matter what.
