HDU vs Regular

One thing that I couldn't figure out is how the game decides whether to put a patient in an HDU or a regular ward.
I've had patients that had very minor illnesses and were still immediately hospitalized in an HDU.

I'd rather have the option to lower the percentage of people going in there and leave the room for patients with critical symptoms.
