[OPEN] Building towards map edge is inconsistent

There is an edit limit of 3 tiles around the edge of the map. This can be overridden by prefabs and elevators, which can get to 2 tiles from the edge of the map. However, floors and walls can then not be edited, and it can potentially leave gaps in roofs when you go to the next floor. Espeically annoying since you don't tend to notice until a long time after you've finished building an area.

Elevators can also build past this limit.
- [OPEN LOW] Building mode undo doesn't reset building budget
- [OPEN LOW] Building / doors & windows
- [OPEN LOW] Wall is flickering in building mode and floating sitting nurse
- [OPEN] Buying ambulance with free building mode on doesn't complete the objective. (Sandbox)
- [FEATURE REQUEST] Disable "Edge Scrolling" when the game is in the background
